Committee Management Memorandum
This is with reference to the draft OMB/Justice memorandum
forwarded to this and other agencies by the OMB merxzorandurn of
l0 January, subject as above. The draft OMB memorandum would
implement P. L, 92-463 (the Federal Advisory Com.xn.ittee .Act) and.
E.O. 11686, which implements that Act. The Act and, consequently,
the Executive Order and p~~oposed memorandum provide for the man-
agement and-use of "advisory committees". That term is defined by
the statute to exclude; arriong other committees, "any committee
which is composed wholly of full-time offices or employees of the
Federal Governrn.ent. " Tb.e Act also provides that it shall not apply
to any advisory committee "established. or utilized by" CIA.. The
statute and implementing i:nstruxnents therefore would not apply to
USIB and USIB comrxiittees and subcommittees, nor to the various
panels and advisory committees utilized by the Director,. the DDS&T
anal other Agency components and officials. Thus, there. would be
no need for CLA to comment on the specifics of the xx~.emoran,durn.
It might be in order to reply to OMB and Justice, as .requested, to
