Dr. - Technical Services Staff, telephoned to say that he was hav- ing difficulty in getting authorization for $600,000 worth of research projects which he had understood informally were O.K. I alerted to the fact that apparently the principal agent connected with Pro ec ad a misconception regarding Project arrangements 25X1A2d1 in that we had been tort a understood that while we were to finance getting the Project started it would eventually become his. Asked Ernie to flag this one and make sure that it was looked at realistically insofar as the Administrative. Plan was concerned. 3, Mr.Pforzheimer, reports that Ken Sprankle tells him that it was the in- tent of the House Appropriations Committee to put our Reserve money on a "no- year" basis but that the Committee did not feel it could commit future Congresses in such a letter. This leaves the whole matter a little slippery. Mr. Pforz- heimer is making a Memorandum for the Record of his conversation but it probably would be wise not to pursue the matter further until after we have cleared with the Senate. V 4. Jim Garrison reported that he had met with representatives of the Gov- ernment Printing Office and the Joint Committee on Printing yesterday for three hours. There is no doubt in his mind but that they are all extremely anxious for us to merge our Reproduction Plant with the South Building GPO Plant. He as- sured me that he had made no commitments and was emphatic in his position that he had no authority to make such commitments on behalf of the Agency._ He said that I would have a staff study within the next few days. 5. Jim reports that Colonel _ is leaving on 15 May to head a small de- tail in the Far East to accomplish the sane job that Colonel has done in 25X1A9a Europe. 8. Jim also advises that bids for the renovation and repair of the 25X1A6d building will be submitted to the Public Buildings Service by 25 May and that there is no question but that funds will be obligated this year. 9. With reference to the paper cutter which the Technical Services Staff wants us to supply, although the purchase has been approved by the Joint Committee on Printing (Mr. Harrison) I have cautioned Jim Garrison to insure that there is no other machine which will do this job before he negotiates a contract rather than solicits bids. Jim says that the Technical Services Staff does not want the Harris Press anymore and is willing to give it to the Reproduction Plant 5X1A 25X1A 11 if a smaller one can be obtained. I told him that I would want to cons. r this very carefully and doubted very seriously that I would approve of any such action inasmuch as it would almost certainly be misinterpreted by the Joint Com- mittee on Printing and since it is closely related to the possible merger of our Reproduction Plant with that of the Government Printing Office. 10. Jim alerted me to the fact that he needs $9,000 more to install an em- ergency power plant for the Records Center. I told him I would be on the lookout for the request and would consider it as soon as I got it. 11. Jim Garrison reports that has completed the purchase of 25X1A9a ,000,000 worth of special equipment with t e exception of about $150,000 worth. Although Hans wants to come home Jim has told him to stay and finish the job. However, if Hans fails to procure the last $150,000 worth of materiel Jim wants 25X1X7 to use a I told him that this would be all right, provided it was oroug coorcanatea with the Office of the Deputy Direc- tor (Plans), but that I would want to know about it before any final commitment was made. 12.
