1. Bob Amory has approved of moving the Office of Operations to the
Matomic Building and I have directed the Office of Logistics to proceed; Joe
has protested mildly.

2. Bob Amory reports that the $1.00 a foot space is satisfactory to both
him and He also says that and the other people
working on the project will be ready to talk budget by the end of the week. I
must caution not to let the building slip through our fingers.
3. Mr. Dulles has noted some rulings of The Attorney General regarding
Code of Conduct for WOCts and is concerned about our consultants falling into
this category and, therefore, being less anxious to work for CIA. He asked me
to have the matter looked into without delay.

to discuss the organization and control of the Regulations Control
Staff. John says that the whole thing is entirely unsatisfactory to him and
that, furthermore, he can save four positions by reorganizing.
5. Harry Reynolds telephoned to ask my assistance in getting the General
Counsel to rule on the legality of purchasing certain machines from Government
funds for the Insurance and Casualty Division of the Office of Personnel. Told
him that I would look into the matter.

budget out proposal is pursued.
7. telephoned to say that Lyman Hamilton had advised him that
he had a draft of a letter, not yet approved by Bob Macy, which would reduce
we are attempting to do, they would release this amount from the Reserve. They
propose to restore the Reserve to the level and will accept rec-
ommendations as to the exact amount to put in the budget through 23 December.
As soon as we get this officially I shall recommend to Mr. Dulles that we ac-
cept it.

tor on our income tax problems. Told him that I would do this and would so in-

11. Approved of a retroactive contract for the Technical Services Staff
involving the expenditure of $25,000 in payment for work done
on the Told Mr. that in the future when he had mat-
ters o is na ure which he did no want to process though the Office of Lo-
gistics to check with the Comptroller as to what would be required to satisfy
his records and then bring the paper to me. I emphasized that this should be
the exception to the rule and that I did not want it to become routine.
12. With regard to the building location, Jim Garrison reports that
Messrs. Wells, Gingery, and Reichelt are all lined up to support Langley. He
also advises that we can expect a letter from the Governor saying that he will
support us in the Langley site but wants us to assist him in getting the Outer
Belt Freeway, Cabin John Bridge, etc. It is also expected that Mr. McCain of
the Virginia Highway Department will be sent to Richmond to talk to General
Anderson in an attempt to try to settle the actual location of the Cabin John
Bridge.
13. I have talked to Mr. Gutheim who did not appear to be hostile to
Langley, although he-still has reservations about the impact we will have on
that area and the ability of the State of Virginia to stand the shock. He was I
interested in why we werentt going to locate in the District and I explained to
him that we had been told by both the Executive and Legislative Branches not
to consider that area.

].4. telephoned from New York. He said that he would be in New
York on Monday and would call me then and set a date to come down and brief me
on the result of his trip. He mentioned that Colonel Griffith, who is a Marine
war planner, will be here on the 20th of December and wants to be here at the
same time; apparently he was impressed by some of Griffithts observations. He
has something in his bonnet which he is anxious to have me know about----what,
I dontt know.
15. Met with Messrs. to discuss their inves-
tigation of the Machine Records Division. Since their conclusions are so dif-
ferent from those of the Inspector Generalts, I have forwarded a copy of their
report to Mr. Kirkpatrick with the suggestion that we discuss how to proceed
inasmuch as his earlier recommendations seemed too severe.
