1. reports that the Public Buildings Service expects to advertise
for the Excavation and Foundation Contract by 4 August and wants about two weeks for
bidding. He still believes that they will let the contract during the month of August.
2. I approved of H. S. going on leave from. 25 August to 2 September.
3. I asked H. S. to give me his recommendation soon as to when we should have
our cornerstone ceremony.
4. I discussed the request
to increase the number of their personnel from 125 to 250 an emphasized tat Ting
Sheldon should not make a commitment on this in view of the most seriou situa-
tion involved. I feel that the Director may have to make this decision if M in-
sists on going to 250.
5. Jim Garrison talked to me again about his surplus personnel. I assured him
that if he had no jobs for these people and could not absorb them. by attrition that they
could be selected out. I agreed to take this up with Gordon Stewart.

with me the selection of a cadre to go to the Middle East. I chose as the 25X1A9a
25X1A9a Chief of Support, as his Deputy, and as the Support 25X1A9a
Planner and instructed Vernon to work out the other names on this list. I also told him
that I felt strongly that we should have a Finance Officer and Personnel Officer even
though these were not included on. the DD/P list.

told him that I thought he should attempt to persuade both of these individuals to retire
and that if they would not do so then we would have to go through the normal selection
out procedure. I emphasized that their Fitness Reports----which he is in the process
of making out- -would have to support a. selection out procedure if we were to be sac
cessful.

9. I talked to about the proposed table of organization for Project

to study it and then get in touch with Bob. (On 24 July Gordon Stewart called me about
this and said that he wanted to make some very minor adjustments so that Chick could
go ahead with one or two pressing promotions and defer the rest until 25X1A9a
