At the Senior Staff Meeting this morning gave a briefing25X1 A9a on our "100 Universities Program". In the course of the discussion I said that our university associates had been critical of us for not presenting an Agency image and that it was a fact that some of our people visiting campuses had not spoken favorably of Agency programs other than those in which they had an interest or felt they were in competition with for recruits. General Ca rter was very strong in his remarks on this subject, saying that, if at any time it ever came to his attention that an Agency employee ran down a part of the Agency or failed to represent the Agency as a whole, his employment would cease forthwith. 5. John Tietjen reported that he had had almost an hour's conversation 25X1A9a with General Carter growing out of the case. During this time John reviewed with General Carter five JOT candidates who had been disqualified, five people on duty who had been denied overseas clearances, one JOT who had been granted a waiver, and the case. John said that it was a most sati825X1A9a factory conversation and, as far as he could tell, General Carter, Dr. Tietjen, and I are all on the same wave length. General Carter buzzed to say that he felt that it would be in the Agency's best interests to have become the Deputy Director 25X1 A9a of Security when Colonel Edwards retires, and he proposed to talk to Dick Helms about it.
