1. At the Executive Committee Meeting John Bross announced that a panel
of the President's Foreign Intelligence Advisory Board would meet Friday after-
noon, 11 October, to consider personnel security practices. Pat Coyne and
Jimmy Doolittle, however, would like to meet prior to that time with someone
other than those who will appear at the Friday meeting. Bob Bannerman was
designated to meet with them and was scheduled to do so at 11:30 this morning.
25X1 A9a 2. telephoned to give me a summary of his observations
on the fire drill yesterday. They are:
a. Total evacuation took eighteen minutes.
b. There was considerable jamming of personnel around the exits,
and there were cars parked at the curb picking up people, all of which
contributed to jamming.
c. There were at least twelve or fifteen calls to the Night Security
Office by personnel who did not know what the bells meant.
d. There was also considerable confusion in reporting by wardens.
e. With regard to the failure of the Office of Special Activities to
evacuate, further investigation indicated that some of them did not hear
the alarm and that many who did, did not know what it meant. In any
case, it does not appear that they merely ignored the entire exercise and
refused to participate.
25X1 A9a 3. telephoned to say that he was meeting with 25X1A9a
this afternoon to emphasize the Office of Training's reservations about Project
USEFUL if the Deputy Director (Plans) insists on withholding information.
4. Having learned that the Director's remarks at the opening of the Mid-
career Course were not written and not recorded, I have asked to 25X1 A9a
send copies of the Director's remarks at the Longevity Awards Ceremony to
all persons who attend the Senior Staff Meeting.

5. At the Executive Committee Meeting the Director again mentioned
and asked that we make sure
that we are in touch with McGeorge Bundy on this.
6. The Director asked General Carter to expedite as much as possible
the coordinated recommendations on the possibility of surfacing OXCART.
(I gather that General Carter and others with whom he has consulted in the
Agency are not disposed to do this. The Director, on the other hand, seems
to think that the whole thing is going to blow any day and that we must have
some plan.)
7. The Director also asked to develop immediately

from NPIC. I told him that either would be satisfactory to
me. (He is going to talk this over with over the weekend and 25X1 A9a
will probably make some specific request next week.)
