We were shown a ten-minute movie of the U-2 take-off from the Kitty Hawk. It was off the deck after a run of 321 feet. No recovery was attempted, but several passes were made and wheels were touched down. 25X1A9a b. There was some discussion of the article by Dan Kurzman in this morning's Washington Post (copy attached. The Director was quite relaxed about it, his opening comment to "Helms being, "Dick, your style in the Post this morning was a little sloppy. I think you should brush it up. " (At the DD/P Staff Meeting on 14 August commented that the article didn't do us any harm except that it did stir up the exile volunteers and incited them to more action.) c. Dick Helms brought up the Washington demonstration on 28 August. He felt there was a possibility that some of our downtown employees might be identified as taking part in the demonstration. The Director felt we should develop by word-of-mouth our position that Negroes are well treated in the Agency, but should let them take part if they want to. The general concensus was to do nothing until we find out what the over-all Government policy will be. 25X1 A9a 2. I asked John Bross about plan to advance the distribution of pay checks to Tuesday, 27 August, before Wednesday's demonstration. He 25X1A said that Jim's concern had been that a roll wouldn't be able to mail the checks that normally should be sent to installations, bank accounts, etc. , on Wednesday, 28 August. He did not plan to distribute all pay checks early. His principal worry was that on the critical day employees would be unable to get to 2430 E Street. General Stoughton, Commandant of the Armed Forces Industrial College, wrote a warm letter of appreciation for the demonstration of the Management Training Faculty's communications exercise which was put on for the faculty of the ICAF by . Apparently, it was a great success and the exercise will be used henceforth by the Industrial College. 6. By letter dated 9 August to the Administrator of GSA, Mr. Kirkpatrick designated Joe Becker to maintain liaison henceforth on ADP matters. 7. OTR is making progress in developing plans for the visit to the Agency of the National War College class on 14 October. 8. A few weeks ago, you approved the transfer of- (ORR) to OTR 25X1A9a on a rotational assignment basis, to join the Management Training Fa . We have been informed that ORR refused at the last minute to release on a 25X1A9a rotational basis and therefore the deal is off. No other good candidates are available at this time. The transfer of JOT's to the Divisiowin which they are gettirg on- the-job training is being accelerated. To date some 50 or 60 JOT's have been processed off the JOTP rolls to reduce numbers and costs. 10. completes her tour as a summer employee on 14 August. She has been assign in the Language and Area School of OTR. 11. I was summoned today to see Mr. Kirkpatrick concerning the scholarship arrangements. He announced his preference for the establishment of an organization similar to PSAS, not tied in with the Recreation Association, which could administer a program and provide a legal basis for securing the tax-deductible feature for contributions. He requested that-and I under- 41A9a take to see that necessary action is taken to develop a plan which he can review upon returning from leave on 3 September. I have iscussed this with the Director of Personnel and Eck have done a revision- 25X1 A9a adaptation of the PSAS Charter as a starting point, and- will take a tentative sounding with the Internal Revenue Service sometime next week.
