1. At the Executive Committee Meeting this morning:
a . The Director requested that I prepare a letter for him to send
to the President regarding our recruitment program. I charged
Enarnett Echols ;'with this action and suggested that he include informa-
tion on what kind of people we have now, what we are doing to recruit.

2. Under the pretense of taking up business of primary concern to DD/S,
25X1 Aga was in to discuss several things with me which are the primary
concern of the Executive Director-Comptroller.
a. Chick was fearful that the Office of Computer Services, and
25X1A9a particularly will tamper with NPIC's automatic data process-
ing program. They are dead set against centralization and apparently
feel that they would lose all their people if they should be centrally
handled .
b. Chick wanted me to read the White Paper which they produced
and to consider with them their budgetary problems,
c. Chick said that NPIC will reach its personnel ceiling within
thirty to forty-five days and will need some decision on whether NFIC
will expand. I told him that it would be my judgment not to turn away
people who have already been fully cleared and are ready to enter on
duty and that, if they should find themselves in this situation, he should
bring the matter to my attention.

b. Harry told me that, while the Office of Communications has
tried not to become involved in the teletape program, he now believes
that they should become involved and should probably take it over in
the interest of economy, reduction of unessential duplication, etc . He
will submit a paper to this effect.

4. Emmett Schol'showed me a paper which has been informally but
orally sanctioned by the General Counsel to permit the posthumous designa-
tion of participants in the CIA Retirement and Disability System. I told
Emmett that, while this seemed necessary as a temporary expedient, I
would approve this policy only until every eligible employee has had an op-
portunity to make an election, which should be completed well before 1
July 1966.
5. Lax~~y Houston: talked with me about the cable which we have been
trying to get out far several da s regarding a survey of air support require-
ments in the Far East. ~ is now dragging his feet and says that
he thinks the trip is unnecessary. Larr and both think that it is, and I
asked Larry to take up this matter with

7. I asked Emmett Echols to draft personnel actions on Bob $annerman
and me effective 5 July. I also asked him to prepare a consultant contract
for Kirk. (I assume that this will be the same kind of consultant contract
we have with Alley. Dulles, Dick ~i~sell, 'General Ca]~ell, etc .)

25X1 Aga 9. came to appeal to me to except his son from the
policy which I laid down regarding summer employee applicants. I agreed
to talk to Dr. Tietjen about it, which I did. After talking with Dr. Tietjen
and in his presence, I telephoned George and said that I supported Dr .
Tietjen's position that he could not accept responsibility for entering George's
son on duty without a full medical evaluation. Since this would be contrary
to our policy, I declined to make an exception for his son.
10. Emmett Echols discussed with me the inclusion of Executive Pay
Scale employees on machine runs. I approved of a procedure which would
show these employees in Levels 4 or 5, as the case may be, and would
eliminate them from the normal machine runs where they are now shown
as grade GS-18's. Their names would appear only when a special run is
requested by the Director of Personnel. In this case, I told Emmett I as-
sumed he would control the distribution so as not to advertise these positions
unnecessarily .
11. Howard Osborn!talked with me about a security debriefing for Mr.
Kirkpatrick. I told him that, since Kirk will remain as a consultant and
will work on our long-range plan through the summer, I thought he should
retain all his clearances. I said that I would inform him as soon as I know
when Kirk plans to leave .
