Minutes of the 39th meeting (2 October) were approved with the following substitution for paragraph 8, 4th sentence: It was felt that more US groups should be sent to the USSR, that their time and geographical area coverage not be unduly curtaile+i, and that their access to important electronics and telecommunications installations be on an entirely equitable basis. It is important that each group be organized to cover thoroughly only one particular aspect of electronics and telecommunications, such as, research and development; production; or operational telecommunications; and each group be properly briefed on our interests and needs. 2. noted the action by the NSC on 4 October concerning NSC-169 which bad the effect of: a. Removing the requirement for periodic reporting. b. Referring international broadcasting aspects of ESC-169 to OCB (instead of ODM) for coordination. c. Laving all other aspects with ODM, giving 0DM permission to make agreed changes in NSC-169 policy. For RSB SR reported that: ao has been assigned to problems of ITU Conference preparatory work. b. The report of on collocation of RSB with NSA will shortly be ready for distribution to the Committee. noted that NSA is not preparing any further recommendations as a result of visit.) c. The big tabulation of unclassified usage information (1500 pages) will be printed in view of expressed consumer inte-:est. The previously recc?nended classification of Official Use Only may not be acceptable to the military because of inclusion of some (unclassified) military usage information. It was suggested that if necessary to maintain the OUO classification the list be published excluding the military usage information, with a classified supplement for the latter. ~+? reported on his recent visit to Europe including: 25X1X4A a. b. c. Discussion of the Soviet Amateur Sputnik reporting net indicated the need for establishing requirements, If any, for information from this source. 7. reported the change in the status of Eaubas 3,Lr monitoring during the past month. It was noted that the selection of persons to participate in this program had been left to the Amba3sador. A budgetary staff study is being drafted to provide for equipamen and 25X1A9a travel expenses for this proLgram. 25X1A2g 8. reported on the value to date of the MM reports by NSA. ORR/S/COM has found them very useful: in several instances the published report was in response to a specific requirement by S/COM. 0/SI.hcl found five out of the first seveY surveyed to contain information of use in its area of interest. 25X1A9a suggested any comments and suggestions should be put in Writing Which 0/CI could pass along to NSA. 9.
