SUBJECT: Reorganization of the Administrative Staff of the Office
of Communications.
REFERENCE: Memo dated 29 April 1953 re Reorganization of the Administrative
Staff of the Office of Communications
1. This reorganization is merely a recognition of the exist-
ing facts. There is no increase in T/O but a transfer of unused
slots to used slots, The people are already doing the work, but
have been slotted against other positions. This among other things
has caused quite a morale problem because of the feeling of so many
people that they were just being used temporarily and therefore
there was no opportunity for advancement in the line of work in
which they were working. The great increase in work as set forth
in the referenced study shows that the staffs under consideration
should be increased. By careful study, the administrative officers
of the Office of Communications have been able to arrange for ade-
quate staffing by the elimination of other positions with the re-
sult that the payroll has been actually decreased by $1970,00 per
annum, and it is expected that a great deal of overtime will also
be eliminated.
2. I therefore concur in the reorganizations.
