Chief, Transportation Division SUBJECT: Monthly Activity Report (February) 1. PROJECTS AND STUDIES IN PROCESS DATE: 5 March 1963 Proposed revisions of the Agency travel regulations concerning air accommodations were completed and provide an eight-hour standard for use of less than first class. A sum- mary of a study concerning the subject accompanied the proposals. b. Publication of Regulatory Revisions (1) Revisions of the Logistics regulations and instruc- tions were published. These revisions reflect the transfer of the passenger vehicle function to Logistics Services Division, and provide policy guidance concerning the use of American flag airlines for cargo shipments. (2) The Standardized Government Travel Regulations (SGTRFs) were amended by the Bureau of the Budget to dis- continue the temporary authority under which airlines could be paid for "no-shows", and to recognize the establishment on a permanent basis of the tariff provisions for airlines to pay penalties when they fail to provide space which has been reserved. c. Statistics on United States Exports In response to a request for advice from the Bureau of the Budget, a letter was prepared stating that this Agency has no serious objection to the publication of statistical data on United States exports. Annual TVA Analysis The annual TVA report was completed and provides a comparative analysis of vehicles authorized as of 31 December 1962 and 31 December 1961. f. Type II Accountability for Highway Branch The recent report of audit of Transportation Division contained a recommendation that consideration be given to im- plementation of Type II accountability for the Highway Branch. This recommendation was discussed with Supply Division and initially approved for implementation. However, subsequent discussions between Supply Division and Technical Accounting Staff, Office of the Comptroller resulted in determination that workload would be increased within the Office of the Comptroller. The Audit Staff is being notified of non-concurrence in their recommendation, based on objections of the Office of the Comp- troller. g. Proposed Revision of Logistics Regulations A proposed revision was completed to incorporate a policy statement that the Transportation Division shall deter- mine the mode of transportation for Agency cargo shipments. This revision resulted from an Audit Staff recommendation. h.
