P-rsonnel Ceiling.
1. In order to insure the ord-rrly expansion of the Agency
with greater personnel selectivity and within the over-all ceil-
ing established by the Director on 21 Januzry 1952, it is neces-
sary to n6tahliah personnel cei;.ings for all components of the
Agency an.; tr reduce th^ prraent rate of entering personnel on
duty.
