erneessing will not be able to proceed unless additional slots are
authorised for support of this Program.

I have been inforned that the Office of Personnel currently is
working against a 31 August deadline on a staff study of the status
of them Career Development Programs and of the impact of the 18
August 1955 ceiling upon them. It is intended that this study be
ethmitted to the CIA Career Council at its regularly scheduled meeting
early in September. As a member of the Career Council you will receive
a copy of that study in advance of the scheduled meting.
4. junior Officer Trainee Program
As of 15 December 1954 the DD/A authorized
retain the 90 JOT positions on the T/0 and ceiling
authorisation of the Office of Training with the clear under-
standing that personnel who cannot currently met the require-
ments of the JOT Progreat will not be carried in these potations."
ice of Training Tb, as of 31 July 1955, included 90 JOT
itions. it is my understanding that of these positions
filled as of that date. I am also informed thateub-
tional number of these positions, probably all 30 of the
reminder, were in process of being filled. ln addition to the civilian
positions authorised for the JOT Prograa there were 190 military slots
authorized for this purpose. This authorization, believe, dates from
1951 and is encumbered only by JOTS in military AtAtus while assigned to
this Agency.
