I have your letter of 13 May and regret, too/. that you were not able I 40

At that time we pointed out that th~budgeted for FY66 would, 25X1 Ala
even with the Arabian Peninsula accepted as bringing the scheduled new
sections to an equivalent of 15, again represent a unit cost considerably
higher than the average for the tlJ. W a were aware of the fact that, since
the FY66 account is the FY65 total (after upward adjustment or the pay act)
plus allowance for norr,-,al promotions and in-grades, we worse providing
more for i 5 sections in k Y66 than we did ,,or 16 new sections scheduled
for this current fiscal year.
c: e were willing to do this under tight budget circu:natances in view
of professional staffing considerations cited for %`>ines. It also appeared
