2. Copies of the revised list of contributors' statements were distributed
to the members for final approval at the next meeting. At that time members are
to indicate the number of copies required by. their agencies.
3. The Chair read a memorandum from the Deputy AC of S9 G.-2, dated
20 Sept-?mber 1951, which granted authority to the NIB Committee to semen NIS
on the USSR and the Soviet Satellites and to ma;M recommendations to the
boa Co"=:ai.ttee of the JIG for release of this material to the internalS
staff a:? SHAPE. It is understood that this material will receive a
classification and have removed from it all "Comments on Principal. Sources, Pe
The Chairman then read a draft proposal to the Committee setting f,
procedures for implementing this screening process, ao follows:
1. The lAC agreed cam. 19 July 1951 that G-2, using a JIC Comittees
will suggest which NIS sections on the USSR and Soviet Satellites should
be released to the international staff of SHAPE on a need-to-know basis,
and will check this recerawntation with State and CIA.
2. The JIG Co rms{ ;tee recoa nded that the NIS Committee receive and
consolidate the recowendations for release to SHAM s+uhmj

va.. ous agencies contributing to NIS, and forward them to the JIC Committe
By reference, the Department of the Arm granted authority to the NIS
Cow ttee to screen all future published NIS.
3. It will therefore be necessary for each :Cxete3ligerj0* Agency to
