STAT
As the central planning agency for the Federal Government, the National
Capital Planning Commission is responsible for planning the orderly develop-
ment of the Federal Establishment in the National Capital Region. These
responsibilities include the preparation of the annual Federal capital
improvements program for the region.
The program contains the Commission's recommendations to the Office of
Management and Budget and the participating Federal departments and agencies
on Federal land acquisition and development proposals in the region to be
considered for funding in the next five years. The first year of the program
incorporates those capital improvement projects that are included in projects, Budget, which, along with other multi-year projects, p n ,
are intially submitted by Federal agencies to the Commission for its review
and recommendations.
This letter is to notify you, the Liaison Representative, that if your
agency is considering construction of public works in the region in the
next five years, your FY 1984-1988 capital improvements program recom-
mendations, including the FY 1984 capital budget requests, should be sub-
mitted to the Commission as soon as possible. The capital budget requests
will be reviewed by the Commission in accordance with the schedule shown
below to enable the Commission to complete its review of these requests
and submit recommendations to the Office of Management and Budget by
October 22, 1982.

August 6, 1982 September 2 and 16, 1982
September 3, 1982 October 7 and 21, 1982
The annual process of preparing the next Federal capital improvements
program begins with your submission of recommendations for the program
and is concluded after the Commission adoption of the program.

If your agency is not planning any land acquisition or construction projects
during fiscal years 1984-1988, please advise the Commission in writing.
A copy of the updated "Instructions for the Preparation and Submission of
the Recommended Capital Budget and Capital Improvements Program for the
National Capital Region, FY 1984-1988" is enclosed for your information.
Sample Forms A, B, and C are attached to the Instructions. In addition,
a computer print-out sheet for each of your projects included in the
recently adopted program is enclosed for your mark-up and return to the
Commission.
You are invited to attend a briefing on the Instructions to be held on
July 28, 1982, at 9:30 a.m., 10th floor, Conference Room, 1325 G Street,
N. W., Washington, D. C. Greg Bassett, Assistant Director, Review and
Implementation Division, will call you to confirm your attendance.
On behalf of the Commission, I would like to express our appreciation
for your fine cooperation and assistance provided in the past year. We
welcome your continued efforts in preparing submissions for the FY 1984-
1988 program.
