SUBJECT: Response to Representative Schroeder
on Agency Prepublication Review
1. Attached at Tab A is a proposed response to certain
questions posed by Representative Schroeder in a 17 February
1984 letter (attached at Tab B) concerning Agency
non-disclosure agreements. This information is being requested
to assist her Civil Service Subcommittee in its consideration
of H.R. 4681, Representative Brooks' bill addressing the use of
the polygraph and prepublication review requirements by the
Federal Government.
2. Given the short timeframe in which we have to respond,
I would appreciate your review and comments on our attached
response to Representative Schroeder's letter by COB today.
