S. 779, which passed the Senate at the end of the first session, has been referred to House Judiciary. Last week there appeared to be some confusion as to whether the bill had been referred to the Subcommittee on Crime or the Subcommittee on Criminal Justice. As of today, the House computer print-out, as well as Legis, show the bill going to the Criminal Justice Subcommittee chaired by Representative John Conyers (D.,MI). 2. At the suggestion of Debbie Owen, General Counsel to the Senate Judiciary Committee and the individual responsible for steering the bill through the Senate, I spoke with Tom Hutchison, Counsel to the Criminal Justice Subcommittee. Mr. Hutchison indicated that the Subcommittee is considering combining this bill with provisions of a similar nature contained in the omnibus Crime Bill and then holding hearings on the newly packaged bill. In the alternative, they may hold one hearing on a batch of bills, including S. 779. In any event, it seems clear that there will be a hearing on this legislation and that we will be invited to testify. The Subcommittee is hoping to schedule a hearing shortly after the Lincoln and Washington Birthday Recess (February 10-21). Mr. Hutchison said he would call and let me know the date as soon as it is set. 3. To date the Agency has never formally testified on this legislation. The Senate Report on S. 779 does include our views letter to Chairman Thurmond on the bill. This is a noncontroversial bill and our testimony will be rather short and should include the latest figures on the number of acts or threats of violence aimed at intelligence personnel.
