SUBJECT: Requirements for Photographic
Coverage of Laos
1. In pursuance of the action of the COMOR at the meeting
of 18 July (COMOR-M-186, para 15), the attached paper on the above
subject is distributed.
2. By this publication the paper is officially forwarded to
the NRO for appropriate action as well as to the members for informa-
tion and reference.

Requirements for Photographic Coverage of Laos
1. On 26 June, the United States Intelligence Board approved
a paper, "Long-Range Reconnaissance Program for the Far East"
(USIB-D-41.14/51; COMOR-D-25/37). That paper (see page 12) called
for coverage of selected targets in Laos every
has elapsed.

2. COMOR has reviewed the priority needs in Laos for photo-
graphic reconnaissance. The specific targets are set forth in the attached
list. This list includes a requirement for search of the area from
Saravane east to South Vietnam and south to the Cambodian border. It
has been reported that there has been airlift into regions east of Saravane
and air support of the Pathet Lao forces in the Attopeu area from a
suspected airfield near the Cambodian border. In this area, which has
not been covered by photograph there is a need for
information on installations such as barracks, supply depots, and airfields.
3. COMOR recommends that action be taken to achieve coverage
of the attached targets at the earliest feasible date.
