1. On 3 August , a Richard Leh mm of 1
briefing on the current status of the "CIA
t rations Center". The briefing went well and I
am convinced that on it is completed and fully
operational, the Center will be a valuable asset
for the Agency.
2. Is our discussions during the briefing,
we made reference to this Directorate's MAC Center
which is manned on a twenty-to hour basis, and the
Center, which at mixelon-tiles is also gated
on a twenty-four hour basis. We expect that the

to the 0l +lS&T, the Watch Office, 4and in~turn wto
the 0/DC .
3. In the interest of rendering the most
direct and prompt service to the +ncy, I advised
hr. L *hman that for the time being, at least, I
wished to be this Directorate's point of contact
with the CIA Operations Center and have assumed
the personal responsibility for keeping the Center
advised of my whereabouts at all tines.

4. In the meantime I have asked the members
of my staff to make a thorough review, of the watch
procedures within the Directorate, and prepare for
my approval a plan which will provide for the most
prompt and effective means of communications among
our senior officials.
