Frankly, I as troubled. First, by the rationale behind requiring SW ostensibly to absorb nearly one half of the Agency reduction. Second, I feel that the proposal to proceed with then not program FY74 monies in our budget, d rig e epen on a reserve release, is not a forthright way of proceeding with our commitments and may well be considered by O1IB as dishonest. Moreover, this approach would not be consistent with a contractual comnitnt to our contractor which presumes an intention by the government to proceed with FY74 funding. 1 an concerned that we make such a co=i ;meat with "tongue in cheek" if we do not include the funds in our FY74 budget. /E/./ Carl E.
