Some time ago you asked me what Personnel did in regard to covert personnel, and also what should be done to ease the load on the Special Contracting Officer. I have had several studies made and the following appears to be the case. a. Personnel does nothing for personnel below the category of Staff Agent, except when specifically requested by one of the operat- ing offices* b. There are six categories of personnel which do not appear on the strength reports. In other words, a large number of individuals are working for this Agency, many of whom are filling T/O slots which do not show up in the reports* c. There is no record anywhere, nor does anyone know the full personnel strength of this Agency. d. To get this information would be a difficult task and would take considerable time. Also, there is some question as to whether or not certain of these reports should be requested in regard to some of the categories.
