MEMORANDUM FOR: Acting Deputy Director (ministration)
SUBJECT: Moving of Fence - Temporary I, J, K and L
Buildings' Area
1. PROBLEM.--To improve general security in the I, J, K and
L Buildings' area by moving the present fence.
2. FACTS BEARING ON THE PROBLEM.-
a. The present location of the fence involves a number
of security problems as the fence in its present location
includes within the fenced area a number of parking spaces
which require that the fence gates be opened on numerous
occasions during the course of the evening in order to
permit employees working overtime to remove their caxs
from said area.
b. The moving of the fence will be reduced by two
guard posts, 16 hours a day, and will save approximately
$10,000 annually for each guard post, or a total annual
saving of $20,000.
c. The concurrence of the National Capital Park Service
has been obtained for the moving of the fence closer to the
buildings. However, the National Capital Park Service
recommends the surfacing of the portion of the area between
the existing roadway and Temporary I. J, K and L Buildings
in order that this area can be used for pedestrian traffic,
thereby eliminating existing safety hazards.
d. The cost of performing this work is estimated as
follows:

saving; of $6,000 the first year and a $20,000 annual saving
thereafter can be accozrp7_ishede

believed that the moving of the fence to the proposed location
should. be approved.,
It.. ACTION RECQ R ;ND1 .??-It is recommended that this staff
study be approved which involves the expenditure of approximately
