1. In restricted session at the 13 August United States Intelli. i:,ce
Board (USIB) meeting while Dr. McMillan, Director, National Reconnaissa.'..c.
Office (NRO) was present, the Chairman of USIB stated that he again wished
to express his concern regarding the possibility of Soviet anti-satellite
capabilities. He was convinced that we should be prepared in the not too
distant future to face this threat.
2. Mr. McCone said that he knew that the NRO had this problem
under its cognizance and had tasked the Air Force to do work on it. Referring
to his remarks last week in Reference b. , the DCI reiterated that he wished
to emphasize the great importance of conducting an energetic program by NRO.
He urged Dr. McMillan to assign first class personnel and resources to this
project.
3. Dr. McMillan assured the DCI that he understood the great
importance of this program and would act accordingly.
