The Cyprus Situation

1. Cypriot President Makarios reportedly has accepted
in principal the terms for peace on the island. Although
no details are available, press sources indicate that all
the parties concerned believe the crisis is coming to an
end.

4. Ambassador Talbot and NATO Secretary General Brosio
met with Greek Foreign Minister Pipinelis last night. Brosio
and Pipinelis worked out the wording of the formal Greek
and Turkish acceptance of the agreement, which was expected
to be exchanged later last night. Pipinelis later emphasized
that all of Greece's allies, who have expended much effort
in averting a possible war within the NATO Alliance, should im-
press,,cnAnkara the dangers of any future threatened military
intervention on Cyprus. He recognized that Ankara would want

assurance that the Greek Cypriots would not continue to
undermine the position of the Turkish Cypriot community,
but that he also believes the removal of fears of Turkish
invasion is very important to the Greek Cypxht side.

Supplement to the Cyprus Situation

1. Turkish Foreign Minister Caglayangil suspects Greek
and Cypriot collusion to scuttle the London-Zurich accords.
In a conversation with the American Ambassador in Ankara,
the Foreign Minister expressed misgivings over the inclusion
in the agreement of a phrase insisted upon by Makarios.
This phrase; "as a first step along the lines of the
Secretary-General's previous appeal" for complete disarmament
of Cyprus, is designed to prepare the ground for withdrawal
of the Greek and Turkish contingents which are stationed
there under the London-Zurich accords; Caglayangil said.
He believes that Greece is withdrawing its troops because
of strong pressure but is prepared to support Makarios
in complete disarmament of Cyprus. Caglayangil warned
that "it should be apparent that Turkey will not agree
to any appeal implying it has forgone its rights under
London-Zurich treaties."

1. There are no developments in the Cyprus situation.
2. The.deep-seated Turkish suspicions of President
Makarios are indicated, however, by a broadcast today from
the clandestine Turkish radio on Cyprus. The broadcast
warned that the Greek Cypriots are already mounting a
campaign to upset what has already. been agreed upon by
Greece and Turkey. "It would not be the first time
that Makarios has interfered to prevent Greece and Turkey
reaching agreement," the comment continued and it is
"in the interest of all who want to prevent a war" to
see that Makarios is not allowed to interfere this time.

1. Press reporting from all 'three countries involved
in the Cyprus dispute indicates that a settlement has been
reached following Vancets talks in Ankara, Athens and Nicosia.
The Turks have been highlighting Athens'acceptance of the
proposal that illegal Greek troops be withdrawn within 45
days, but are also reporting that Makarios is trying to
create difficulties by demanding the withdrawal of the
650-man Turkish contingent authorized under the London/Zurich
agreement. In Cyprus, Makarios has reportedly agreed
to defer the question of removing the Turkish force until
after an initial settlement is achieved. Negotiations
will now presumably proceed to the UN.
2. Vance has told newsmen in Athens that he is ready
to leave for home. NATO Secretary-General Brosio has
already left for his Brussels headquarters, and U Thantts
own emissary Rolz-Bennet is returning to New York today.
Even Makarios indicated to the press that his talks with
Vance had hammered outs peace agreement.
