The Chief Directorate of the Petroleum Shipping Fleet (Glavnoye Upravleniye Neftenalivnogo Flota - GlavNefteFlot) was one of the 10 chief directorates (Glavks) of the Ministry of the Merchant Fleet (MMF) , and was sub-25X1A ordinate to the Minister through Deputy Minister (fnu Savinov. Head of this directorate was Engineer Lt Commander (Navy) Lev Izrailyevich Serebryannyy. Serebryannyy was very influential in the Ministry and, as an appointed member of the Collegium of the MMF, had rights equivalent to the Deputy Minister of MMF. As head of GlavNefteFlot, Serebryannyy had three deputies: First Deputy (chief engineer of the directorate) was Sng Captain MF First Class Viktor Yevdokiyevich Smyka, who was responsible for technical administration of GlavNefteFlot; Second Deputy was General Director MF Third Class AleksandrIlyich Lennikov, in charge of GlavNefteFlot operations; Third Deputy (chief dispatcher) was Captain MP Second Class Pavel Rodionovich Kopylov, in charge of commercial utilization of the GlavNefteFlot fleet, Although Kopylov was considered Third Deputy, his section was subordinate to the Directorate through Lennikov. In this sense the relation- ship of Kopylov to Lennikov was similar to that of Serebryannyy to Savinov. 25X1A GlavNefteFlot was responsible for operation of the petroleum shipping companies on the Caspian and Black seas: KaspTanker, ReydTanker, and SovTanker 5X1A In addition to these three shipping companies, Glav was responsible for operation of two ship repair yards: Zakavkazskaya Pederatsiya in Baku (which serviced KaspTanker), and the Dzerzhinskiy yard in Tuapse (servic- ing SovTanker), ;prove or elea!ge 0 ' I R DP80-0081 OA000300340005-6 Approved For Release 2001/04/12 : CIA-R%) M- 810A000300340005-6 25X1A 3. GlavNefteplot was organized immediately after 1917, when all Russian private steam- ship companies were nationalized. Until 1945 GlavNefteFlot was referred to as the Central Directorate of the Maritime Petroleum Shipping Fleet (Tsentrainoye Upravleniye Morskogo Neftenalivnogo Plota - TsUMorNefteFlot). In 1945 it was re- named GlavNefteFlot. 4. The 1951 POL products transport plan for GlavNefteFlot called for 18.5 million tons. Although I left Astrakhan prior to the end of the 1951 navigation period, I heard later in Germany that this plan was met and overfulfilled by two per cent, thus amounting to almost 19 million tons. 5. Detailed organization of GlavNefterlot was as follows; (a) Under the First Deputy, Smyka, were the following sections; (1) Technical Sections T/O: 11 employees: Head -. Sng Captain MF Third Class Mikhail Burkov, On duty with this section were four senior engineers and six engineers. The main responsibilities of this section were: organ- ization of the activities of ship repair yards; technical utilization of petroleum shipping fleet; planning of maintenance measures for preservation of petroleum shipping vessels; coordination of GlavNefteplot activities with regulations prescribed by Maritime Register; and coordination of policy on fuel consumption with pertinent regulations issued by the Fuel and Energy Section of the Chief Technical Directorate, MME: (2) Capital Construction Section (Otdel Kapitalnogo Stroitelstva): T/O: three employees: chief _, Ishanin (fnu), and two engineers. Responsibilities: organization of construction activities on behalf of petroleum shipping companies ashore; this included buildings, port facilities, ship repair yards, and dredging activities, (b) Under the Second Deputy, Leanikov, there were the following sections: (1) Exploitation, Section (Ekploatatsionnyy Otdel): T/O: 15 employees. Head Kopylov, four senior dispatchers, four dispatchers, two senior engineers, and four engineers, The sections responsibilities were: planning for and utilization of the petroleum shipping fleet, operational planning, accountability of oil transports, and issue of regulations specifying transport norms for various POL productso (2) Material-Technical Supply Section (Otdel Materi alno-Tekhnicheskogo Snabzheniya): T/O called for three employees: head, planning engineer, and commercial engineer. (c) The remaining sections were directly under Serebryannyy; (1) Planning and Economic Section: T/O called for five employees. Head: Major Director Administrative Service Mr Zinovyy Ilyich Levit; one senior engineer, two engineers, and one economist; (2) Labor and Wage Section: T/O: three employees. Head: Eng Captain MP Third Class Gurgen Setrakovich Dzhalalyanza one senior engineer, and one engineers (3) Accounting Office. T/O: four employees. Head - Major Director Admin- istrative Service MF Vasiliy Vladimirovich Gavrilov; one senior accountant, and two accountants, (4) Finance Section. Three employees; Head - Senior Lt Administrative Service Mr (fnu) Kabanov; one economist, and one cashier4 (5) Personnel Section.
