The Soviet Scientific-Technical Bureau No. 3 .. %nstrunlent Construction
(`'issenschaftlich-techxni.sches Fero Nr. 3 Gex tebau) (STB 3)'is located
in Berlin 112, Neue Bahnhofstra.sse 9/11 in the Knorr-Bremse Plant,,., The
office is responsible to the headquarters of S::G Kabel. The Russian chief
of STB 3 is (fnu) Poyadin, in his late 50as, completely bald, "very tall" -
172 centimeters (sic), wears no glasses, light blue eyes,12 There are only
two or three other Russians in the office; they are all unidentified. The
German chief is (fnu) Thielicke.
STB 3 has existed for the past four years. It contains a construction
department (Konstruktionsabteilung) and a laboratory for high frequency
work which includes a workshop and a storeroom;, It is esV.aated that about
h50 Germans are employed at the office; tAis figure is based 7r the serial
number of an office pass. Twenty persons are in the construction division,
i.ngineers on the staff are former >iemens, Lorenz and ASG personnel.
In the latter part of 1952, STB 3 was working on, among other projects, the
two following items:
a) A test transmitter (Pruefsender), about 30 x 12 x 12 inches. No further
details known.
Testing gear for a weather station. :.hick included three receivers, one
standard oscillator (Lichoszillator), a camera, a set of antennae (Stab
and Rahmenantennen - rod and frame antenna' and a transmitter. All this
material was packed in a crate which measured about one meter on a side,
for shipment to the An engineer of the staff stated that it would
be possible to read from the dial of the above receivers the exact kilo-
meter distance of a bolt of lightning, even if the bolt were as far away as
3erlin.i.s from Madrid. The dial was round and had numbers running around
it; from the center, four beams shot out to four equidistant points around
the circumference7during testing. No further details are known.

1. STB 3 is possibly identical with NTB 3 referred to in
Comment: In reference report, a M.A. Poryadin was given as
hea' of the NTB for the construction of HF apparatus. He is possibly
identical with the Russian chief named here.
