On 15 March 1952 about 340 skilled Soviet workers arrived in Changchun and were immediately taken by Soviet representatives to the No. 8 Hostel on Hsirigjen.u (5281/0088/6424). Chinese Communist authorities in the Northeast had invited the workers to come from Siberia. They are experienced in military engineering and are to assist in constructing defense works throughout the Northeast, particularly, along the coast. 2. On 4 April 1952 a consignment of 5,000 tons of arms and ammunition, part of that ordered last winter from Czechoslovakia, arrived in Muo en by military train from Manchouli (N 49-36, E 117-27). The supplies were taken to military warehouses at Huangkutun (N 41-48, E 123-22). The shipment included machine guns, rifles, ammunition and ten radar-equipped anti-aircraft guns of a new type donated to the Northeast Military Area by the Soviet Union. 3. On 30 March 1952 Major General Fei-Yeh-Lo.-Wei-Fu (7236/0048/3157/4850/'1133)o recently appointed commander of the Soviet Far East Air Force, arrived in Mukden with a staff of 12 persons. He conferred for several days with the Chinese Communist Air Force commander, LIU Ya-lou (0491/0068/2869); LIU's chief of staff, LIU Shan-pen (0491/0810/2609.); and several Soviet advisers.
