A member of the Neutral Nations Inspection Team is convinced that reinforcements
of men and materiel are corning in from Manchuria but he says he cannot prove it.
He believes, on ? he basic of personal observation, that on one day 25 trains
entered Korea while only two were officially reported. He has noted many small
units of squad to platoon size which leads him to believe the Chinese are in-
filtrating troops across the border. The troops, he says, give no appearance of
a beaten army. The North Koreans have nothing to say and all decisions are made
by the Chinese.
