Soviet Press ~ctracts~ to the SSCRET
classification is not 3ustifYed for
the fa~loxing reason :
Ij The upgrading to 3LCRST clasai-
fication prevents use of press eac-
tracts in publications of loner
classification such as in the t~tI
Revie~r (Confidential and the ONI
quarterly ~Restricted~. The material
rich ~4Y be contained in the contracts
is frequently used in these publications.
It is intended that this practice will, be
continued in the future regardless of
claasificatians that may or eay not be
app33ed to specific iteas of the Soviet
prase by other agencies.
2} It is strnngly believed that Soviet
prase items should not be placed in the
same security classification as other
types of information coming tram ofYi-
cial U.S, sources au6h as dispatch
