I. The general direction of the "Sovrom-Construction" at 4 Strada Athena, Bucharest,
has nine main subdivisions, k owr. as YBenterprises". Of these, Nos. I, II, III,
V, and VI have headquarters of their Qwn in Bucharest. No. IV has headquarters
at Iasi;, No VII a, Cos ic-ConstantaL7,Nos VIII and;IX.:at Targu Opna and
Ploesti,,in Moldavia.>
2. MosL "enterprise" directors are Soviet citizens, and all are under strict Soviet
control, no matter what their nationality.
3. Enterprises Nos. V and VI specialize in road-building and bridge construction.
Enterprise No VII is engaged in construction of materiel meant to be used in the
Danube-Black Sea,Canal. Nos, VIII and IX, at Targu-Ocna and Ploe9ti, operate in
the oil, district,_ser?ving.the oil?wells.and other elements of..the petroleum industry.
4. Each of these enterprises has the same organization. Sections deal with political
affairs, personnel, "planification,U legal questions, and perhaps other matters.
Everything is highly_central.ized9 The enterprises are divided into "regionals,"
whose program includes construction, of factories of military importance, mines,?
roads, airfields, which the Soviet Commission has declared useful to the "progress
and free future of the country."
5. The Bacau "regional" is building an airport, which is reported to have underground
hangars. This work_has been in progress for a long time, but is still unfinished.
