Dear Mr. Janney:
The Congressional Research Service has been requested by Members
of Congress, including a subcommittee chairman, to collect certain
information regarding personnel assignment practices of all. agencies
in the executive branch of government. Specifically, the Members
have asked us to gather information relating to the assignment
to various positions of U.S. citizens who, because of membership in a
specified ethnic, religious, racial, or other group, might be deemed
unacceptable by foreign governments. The categories covered include
U.S. Government employees, persons under contract to the Government, and
persons serving in various other capacities under U.S. Government auspices.
The group designations used in the enclosed questionnaire should
be self-explanatory. If there is any question as to definition, the
terms used are those agreed upon in the Federal Interagency Committee
on Education's Report of the Ad Hoc Committee on Racial and Ethnic
Definitions (April 1975).
We would greatly appreciate your taking the time to complete the
enclosed questionnaire. Because the Members of Congress making this
inquiry have asked us to report back to them by May 21, 1976, we._.
would very much appreciate your responding to this letter with a
completed questionnaire within one week of receipt. The Members making
this request have asked us to provide them with a list of all agencies
to which this letter is being addressed, with an indication of those
agencies which have responded. They have also requested us to forward
a copy of each response to them for their consideration.

enclosed postcard indicating who in your agency will be our point
of contact, and return the completed card to us by close of business
of the day on which you receive this letter and questionnaire.
