Subject: Military Installations at the Rumanian Port of Constants
he following description applies to the attached sketch of military installations
the Iuunanian port of Constanta.
1. A mine field that has existed at the entry to the port since the Second ;:arid
,ar. Although this field has been swept, there are still occasional explosions.
The following two channels are used for entry and exit:
A. The normal passage is 2700 from the depublici lighthouse past Buoy B2,
distance of approximately, eight miles from the li hthouse. At this
point the passage is clear.
B. The second passa e is 224? from the depublici lighthouse to buoy Bl, a
distance of six miles. At Hl change course to 266? to buoy B2. At Buoy
B2 the passage is clear.
2. ::ilitary basin. This installation extends for approximately 30 meters and
includes two workshops, an office, and two stores. 400 workers of different
specialities are assi_rned here to maintain upkeep and repairs of the naval
units. Approximately 200 of these workers are sailors. This installation
is flanked by two anti-aircraft batteries (b.b. on sketch), each consisting
of four 42 millimeter runs with a nine kilometer range. A third anit-aircraft
battery (Bl on sketch) consists of four semi-automatic 32 millimeter ;guns
that fire five round clips.

5. i' ew concrete ammunition storage building approximately 70 meters long and
60 meters wide in the forii of an inclined plane sloping toward the ground.
Approximately two thirds of the width is underground. Underground communicatiorE
are said to exist with this building. The work started on this building
in 1956 and has not yet been completed. The work is carried on day and night
by crews of Soviet workers.

6. Important soviet naval artillery base of 20 - 25 mans arranr;ed in two ranks.
The tuns in the first rank have a ranee of 40 kilometers; those in the second
rank, a ran.e of 30 kilometers. Fire control is by radar and electronic
equioment. There are also some anti-aircraft batteries located in this area

unit, which is also called the "sacrifice" battalions.
ll.Tank unit of approximately 1500 men equipped with 200 "JS III" and T34 tanks.
The "JS III" tanks are not inflamable and are equipped in the rear with a
rocket launcher of the Stalin Oran type. The T34 tanks can be used without
treads.
12. Underground Rumanian ammunition and. armament depot for the Rumanian base
(rio. 2 on sketch). (E;) is a ,,uard post located south of the depot.
13. Soviet naval artillery ea',ienched in caser1ients. The batteries are camouflaged
by a movable vertical wall and are invisible from the sea.
14. Soviet observation post equipped with radar and in liaison with the Soviet
base (17 on sketch) and command post (24 on sketch)

Subject: Military Installations at Fetesti, Rumania
The following is a legend for the attached sketch indicating military installations
in Fetesti, Ranania.
1. 3urlea :liver, which is 60 meters wide and flows in a northeast direction.
This river is navigable only between 15 -February and 31 May for vessels up
to 500 tons.
2. Single track railroad bridge, 760 meters long and 23 meters wide
3. riumanian anti-aircraft battery
4. wooden building 120 x 45 meters used in the winter to store metal pontoons,
which are used as a quay in the sununer. There are approximately 90 pontoons,
7 meters 40 by 2 meters 30 stored here. 1A unit of military pontoniers under
Soviet direction are in charge of upkeep and repairs. They have workshops
and tractors for this work.
5. "The Fort", an underground ammunition depot constructed in 1953 under a
monticule approximately 12 meters high. The capacity of this depot is
approximately 200 cars. The depot is surrounded by a barbed wire fence.
The depot is warded by Russians and the area surrounding; the depot to a
distance of 500 meters is declared a military zone.
