MEMORANDUM FOR THE CHAIRMAN OF THE INTELLIGENCE RESEARCH AND
DEVELOPMENT COUNCIL
Subj: Technology Transfer (U)
1. (S) The Navy has established a program to identify critical
technologies, assess the relative international maturity of these
technologies, and recommend necessary export controls. This program
was initiated in response to the Export Administration Act of
29 September 1979. As a part of this program a procedure and
methodology has been developed. It is evident in applying this
methodology that both the U.S. research and development community
and the intelligence community must interact closely in order to
establish and maintain a useful technology transfer data base.
2. (U) Since this subject is relatively new and of high visibility
in the Department of Defense, it should be of interest to members of
the IR&DC. If you concur that a briefing on this subject would be
beneficial, briefings which have been prepared by the Naval Research
Laboratory (NRL) and the Naval Intelligence Support Center are
available. has already received the NRL brief. I would 25X1
appreciate any comments, suggestions and criticisms you may have
after hearing.these briefs. My point of contact on this subject is
