Dear Mr. Casey:
As a concerned employee, I would like to relate the foll.oNing
to you.

My parents, I have served in the CIA
some 25 years, I-5 of which were overseas (longer than I've
been alive). When I was young my parents told me ;;
constantly push for perfection, because excellence was always
rewarded. As I grew older, however? I began to feel this was
just another of the sayings that parents tell their children,
along with "honesty is the best policy" and "bad guys never
win. "
When I first heard of your admirable plan, to start the "In
Search of Excellence" program within this Agency, I was truly
impressed. I began to believe again, that excellence may
indeed be rewarded.
Several months ago, the Office of Personnel requested
suggestions for a new OP logo, to be used on stationery,
pressed into medallions and plaques, sealed in plastic as key
chains, etc. Being a part of the Office of Personnel, my
mother took interest, created her own design and submitted it
with others for review. She was soon informed that her
suggestion was chosen to represent the Office of Personnel
for years to come. Her reward was approximately a half dozen
plastic key chains to share with her family.
My disappointment with this lacks of appreciation for my
mother's efforts is almost ridiculous. I guess I should not
have expected a show of thanks for this demonstration of
excellence since she never received any special recc,^ni t:T,-,r

"excellent" performance.

1 am a great admirer of my mother, her wonderful commitment
and accomplishments. She has set an excellent example not
only for my brother and sisters and I, but for everyone with
whom she has contact, to follow. y just wanted you to be
