ten posts on the directorate. none Cruz, U delegate repreeentie
the group iusids Spain, objected to the manner in which the Congress was
cunducted and denounced, the new directorates. In October 1946, a pact was
signed inside Spain by the UiNK, the C and. the Basque student orgeeai-

pact recognize Sarivaue Cruz as Its delegate abroad.
The ko--1kasle-Alkartaaeu a oiaaimas to represent the vast majority of
Basque students. Early in 1947 this organization protested to the
national. Studentaa Union that the P of txzkadt was not truly repress.;.. aQativtas.
According to information of mid-Junes, the Zu: ko-Tkasle-Alks,rtaeu wrio
offered a seat in the Council of the International Students' Union an-,'
was urged to join. beforo 1 Augsa,st in order to be represented at the
Council meeting scheduled to take pla`ce in Prague from 1-10 A ust.
Neither the nova-Comaan sit U.'i'~R nor the non-Communist MC had made arv
move to join the Xnterna;tional Stadente' Union.
The non-Communist WEE- J n France, composed of straight Republicans,
Socialists and Libertarian elements, is not as strong as the Comm 9,ni v'
faction, but it is the faction which was recognized by the Goverruient- .rti-
Erile, and it has been gaining strength. Reportedly, some members of
the Communist-c atrolled faction are not Communists but have remained
in that group b caress of a, disinclination to become involved in
controversies.
