The foliowaing reproduced secret records of a
Communist Party cell in the Regime, lI Direction,
taxi an State Railroads (CPR), Braila,, are of
interest since they supply useful information on
the organization and activities of the cell and
sector organizations of. the Rumanian Comaasnist Party;
their relationship to higher headquarters in the
party hierarchy; propaganda and re cruiti iig techniques
of the party; and the nature of the secret records
kept on each party member. These documents have
been selected from a file covering' the period
January - June 1946. Several of the genera7l..in
atractions to cells hem reproduced, however, in-
cluding a list of cell officers and their duties,
were unbte,y wed for distribution to party

That is the cell bureau? In order to direct this cell,
a few comrades are chosen
from among the best prepared
and the most determined.

successfully, we must bide by
the principle "one man, one job".
That is the cell committee? In cells comprising a greater
number of members (more than
one hundred), it is necessary
to form cells according to
divisions of labor, in order to
control the activities of all
party members. The activity of
these cells is centralized in a
cell committee consisting of 5-7
comrades.
Duties of members belonging to the cell bureau.
Political secretary (Secretarul politic). He coordinates the
activity o the party cell and is responsible for the cell's
activity to the County Organization. In order to fulfill these
duties, he must:
Keep contact with the organization secretary
of the district; on the basis of instructions received, must
elaborate in the meeting of the cell a concrete plan of work;
follows closely the progress of the work-plan and sees how
the comrades in the cell office are carrying out the work;
receives from the comrades in the cell reports on work
accomplished and sends to the County Organization a report
every two weeks on the activity of the entire cell; must know
the jobs of those in responsible positions in the cell in order
to be able to distribute the work.
Secretary in charge of cadres (Secretarul cu cadrele). Tries to
develop the cell from the point of view of quality and quantity.
To this end he keeps a register with data on all party-members.
He notes their personal characteristics, the work that they do in
the party, the manner in Which they fulfill their duties, their
political development in the cadre schools, etc.
He selects them according to their abilities and uses them
in the positions in which they can successfully fulfill the missions
assigned them.
He also has the obligation to register their violations of
party discipline, and to resolve such within the cell if they are
minor or to notify higher authorities if they are serious.
In order to fulfill this mission, he must know how to train the
entire cell.
He will send to the County Organization a report of every
cell meeting (concise but complete) so that we may know ghat was

discussed., the problems brought up, their solution and the
manner in which material learned in the cadre schools has
been delivered. lie will inform us by means of a monthly
report (on the 23rd of the month) of the elements which
have been outstanding in their work.
He controls the manner in which personal data are
filled out (enrollments), the autobiography, and whether
it contains precise data, and members in order to see that
damaging elements are not infiltrating into the party (such
as speculators, common law violators, legionnaires, saboteurs,
and slanderers of the party). '
Since it has been observed that call meetings have been
held with unprepared material, we enclose a plan for this meeting,
after which the secretary in charge of cadres has the duty to tell
each comrade in turn to come prepared to the cell.

It must know in detail the number of workers and employees
who work in enterprises, how iaarr are syndicate members and how
many are not. According to labor divisions the number of workers,
men, women,apprentices; Communist party members (male, female);
members of other parties (male, female), and their degree of influence.
It must know how to apply the economic laws (economats), salaries,
and know which are the unhealthy currents in the factory and who
introduces then. It notifies the political secretary of these latter
in order that measures may be taken against them.
It must know the work of the party and point out possibilities
of party development.
Since party members who have positions in factory committees,
production commaittees, cultural comi-dssions, etc., know the
situation in the factory, they must come with concrete proposals
for the formation of the work plan.
The Section completes a table with all this data at the end
of each month which it forwards to the party.
It has the mission of introducing the political line of the
party into the cell and, by means of the cell, into the enterprise,
institution, or mass organization.
Political Education Section (Resortul educatie politica)must be
familiar with the problems of the da4y, using as documentation the
activists' notebook, the newspaper Scanteia, and the instructions of
county political education section
Participates regularly in agitation schools where it will obtain
material and advice for combatting unhealthy currents and for explaining
the party's actions.

Mobilizes among the members of the party and among the other
workers some who will speak. for the party line.
Reports to the cell and to the county political education
section on the morale in the enterprises and the dominant politicaa
currents.
"Maas" Section (Resortul de mesa) must establish relations with the
mass orga'"zafions with which there is greatest contact. (labor
unions in the factories., Ploughmen's Front in the villages).
It must know in detail the labor union laws, taking its information
from Syndicate Dife,,T,ionthl~r Bulletin, and from the labor union school.
It must present talks to the cell on current problems,, on which
it must be well-informed, and must know of the work of the factory
committee (without interfering) through relations with party members
who have positions in the committee. It presents current problems to
the cell in order to develop a single line of action for union meetings.
It must introduce the point of view adopted by a majority at the
cell meeting among the other party members, in order that our point of
view be achieved.
Cultural. Section (Resortul cultural) gives an opportunity for the
po Vern--c ' oral development of party members, in order that they may
obtain a general and, especially a marxist culture.
It works toward the creation of individual libraries, cell
libraries, and libraries in factories, and for the best possible
distribution of books, so that all workers may know our political
line as contained in these works.
It controls and makes propaganda for the distribution of our
newspapers.
It carries on cultural activity for the formation of theatrical
teams, choruses, etc., and brings to their attention and sees to it that
the workers and comrades in the cell take part in cultural demonstrations.
Treasurer (Casier) collects the dues, and keeps track of the payment
of-Ee-s-Through the treasury of the party. The dues are not fixed;

In the cells, organized according to labor divisions, and in small,
cells the cell bureau is formed from these sections (those listed above),
the cultural and "mass" sections assuming, in addition to their own work,
that of the Patriotic Defense Section, the Patriots' Union Section, Youth
Section, Woraents Section, and Army Section.

Peasants' Section (Taranii) centralizes the activities of party
on a peasant line" and gives instructions as to horn this

thus aiding in the direct exchange of production between the workevp
and the peasants and achieving a lower cost of living.

himself to teach one or two youths. This work is centralized in the
person in charge of the Youth Section.

and progress. He must read the newspaper Youth from which may be

midst in order to know their problems, their claims, and how he can
support them. We will prepare a cell plan for work in this direction.
Women's Section (Resortul femeii) works toward, attracting women into

It strengthens the organization, "Union of Anti-Fascist Women",
and obtains information on the activity of this organization.
It mobilizes party members in order to carry on this work in
the factory and outside it.
It works toward getting party members.
Lma Section (Resortul militari) initiates the work of our comrades
among ie .itary.
It gives directions to mobilized comrades, according to the
instructions received from the Arrq Section of the party.
It points out to the cell the importance of this work, the
purpose of which is the democratization of the army.

2. Order of business of a cell meeting. The following document outlines the

3. Report on a lesson learned at the school for cadres.

Explanation of the above points.
Point 1. The political secretary opens the meeting and states
the items which will be discussed.
Point 2. The politics of the day are drawn from our newspapers,
'roan among the events of the last week in the field of
international, internal, and local affairs.
Point 3. The lesson learned at the school for cadres is delivered.
It must be well prepared by the comrades attending the
school.
Point lt. Those who have been assigned duties by the cell will tell
how they have fulfilled their work, what difficulties they
encountered, how they will be surmounted, and their
initiative. Comrades in the cell committee will also
give their report as to how they have fulfilled their
work and the conclusions that they have drawn.
Point 5.
Point 6.
Report of the comrade in charge of union activity. He
roust be informed as to all the activities undertaken by
the committee so that he can reply to the comrades'
questions.
The work plan is drawn up and assignments are given. The
secretary closes the meeting.
The personnel secretary is responsible for the manner in which this
plan is carried out. He must name a few days in advance, the comrades
who will speak and will give them details so that they are well pre-
pared. He will be assisted by the political secretary.
3. Organization and functions of the Sector (Sectorul) Organization. Little

(sometimes called Ward) organization of the party. The sector organization,
which consists of several cells in the same city or town apparently supervises
the work of individual cells, and passing on instructions from higher headquarters
and receiving biweekly reports on cell activities.

of which it is a part, outlining activities of the cell and future Plans.
Subjects to be discussed in these reports are listed in the follov.ng un-

Who are the comrades who have been outstanding in`their work?

In all probability, these reports are passed by the Sector to higher party
headquarters.
c. The type of reports submitted to-the Sector by cells is illustrated by the
following report for the first half of January 1916, submitted to the
Railroad Sector, Braila, by the cell in Regional II Direction, Rur , ;? ?; an
State Railroad, of the same city.

In the course of the month of January, the cell of the Regional II
Direction held cell meetings on 4 January and 11 January. Because our cell
had too many members, there arose the necessity of dividing it. At resent
we have the RR car Movement O.ff:i,ce, Commercial Office, Insurance Office,
Supply office and Telecom~unications, which has 100 members.
It would be well to divide once more but the lack of a meeting place
is felt. This happened to the other cell of the L. T. Personnel Office
although understanding had been reached with Comrade Lepadatu for approval
of the conference hall of the Regional II Direction, because Comrade
Porestau was in Bucharest or for other reasons (sic). Anyway, the que:. ;ion
remained unsolved.
