Under the agreement with the Syrian Army by which revival of the
Liberation Army was to be based, the Syrian Army was to turn over
to Fawzi Qawuqji all its "surplus" equipment4n an amount equivalent
to what the Syrian Army would use, were it.continuing the war in
Palestine itself.

2. Source believes, however, that the Syrian Army would turn over only
inferior materials and would keep for itself the bulk of the weapons
arriving from Italy and Belgium. According to source, the officers
of the Syrian Army take personal pride in the equipment of their
units and, despite higher echelon agreements, hold onto it as if it
belonged to them personally.
3. Qawugji has stated that his offer to take over responsibility.for
continuance of the Palestine war was based on his understanding
that adequate materials would be forthcoming from the Syrian Army.
He has said that if he does not get the necessary equipment, he
will "take his case to the people" and explain why he cannot
continue under present circumstances.
