1*. Source reports that there is no truth in a current rumor previ.lent in Bolivian
Government and diplomatic circles that the President -is awaiting
to turn the country over to the 'army an,' then retire. This belief is 'characterized
by source as an "idle rumor". Ile further states that -.rr.:y and police control
of the air and mail transportation companies, factories, and mines woald be
only for the nirpose of bringing a cessation to disterbances and possible
sabotage.
2. The President is not thought to have entertained the thought of ; ?iving up his
Government, but, to the contrary, he-has preferred to take ad.vant'~ge of Army
and police control by declaring his State of Siege. He thereby honed to be able
to "wield his whip" in an effort to have Congress declare both the A'ovimiento
Haoionalista-Revoluoionario (1,M) and the Partido Ihquierda Revolucionario (PIR)
illegal.
