The following is a translation of the secret plans of the Ce mmu-ist Party of
Brazil (PCB) in northern Sao Paulo. The document was dated 5 December 194&

1. '7iscuss at all Municipal Camiittes not later than December I2th the resolutions
which.were passed by the Plenary Committee.
2. Discuss with each group the method of applying these resolutions, bearing in
mind the capacity of each Municipal Committee.
Qrranizations
3. Reorganize each Municipal Committee in accordance with the local conditions,
outlining for each Committee its particular tasks and stressing its particular
potentialities. Reorganization should be stressed in the following places:
Mogi Dee Crazes, Sao Jose Dos Campos, Taubate, and Cruzeiro.
a. Organize Municipal Committees in: Santa Branca, Bananal, and Queluz.
b. The Zone Committee should give direct assistance to the Celula da ConLssao
de Trabalhos Interne (Cell of the Commission for Internal Tasks).
c. The Municipal Committee of Taubate should be given the task of organizing
a cell in the Umpanhia Plabrii de Jute de Taubate (Jute Factory of Taubate).
4. Recall all the questionnaires that have not bem answered by the Municipal
Committees.
5. Make a.survey of the Party's property in Vale Do Paraiba, describing the
municipalities in which it is located and the person responsible for it.
6. Appoint treasurers in the Zone Committees.
7. Not later than 20 December, make up a quota for extraordinary finances to the

8. All Municipal Committees should plan their money quotas above and beyond the
stipulated amount to be sent to the Zone Ccw ittees.
a. In addition to the monthly contribution of each Party member, his quote-.,
should be increased, the increase to be considered as "extraordinary
financial quota".
b. In the sane manner, each of the Municipal Committees, as well as the cell:i,
should plan for their own financial projects.
9. Send to the Zone Committees the names of persons who should be contacted for
money, bearing in mind that a larger amount of money than usual should be
raised in this campaign. ,
a. Notify the Zone Comrnitteea not later than 19 December as to the persons
in each municipality who are to accompany the group being sent to the
State Committee.
b. The Zone Cotm.tittees, under the direction of the State Committee, will
determine the time that the above group should meet in their respective
municipalities. All Municipal Como-ittees will provide the Zone Committees
with the names and addresses of the persons who are to represent their
municipality in the State Committee.
10. The Municipal Committees should report on the number of Party members paying
the rionthly contributions and the amounts.
11. The Zone Committees should launch the following order: "Any member of the
Party who does not pay his monthly contribution will no longer be considered
a member". The Municipal Committees should first analyze the possibilities
of each member.
12. The monthly quotas of the Municipal Committees sho?Ad be collected not later
than the 15th of each month and turned over to the Zone Courdttees.
Syndicates:
13. The Municipal Committees should make a survey of the syndicates in each
municipality.
a. Verify the number of members in each syndicate.
b. Take the name and address of each member.
14. -Municipal Committees should be created. to demand Christmas bonuses and a
general increase in wages.
15. The Municipal Committee of Taubate should take the necessary steps to unmask
the directorate of the Sindicato do Fiacao a Tecelagem de Taubate (the Spinning
and t.'eaving Union of Taubate). The reason for this is the refusal of the
president of said syndicate to hold a general assembly of the syndicate on
2 December.
16. The Municipal Committee of Cruzeiro should agitate among the members of the
Assoc?iacao da Guarda Civil de Cruzei.. o (uniformed police).

a, take the present centers function more actively.
b. Organize Centros de Defesa de Petroleo (Petroleumi Defense Centers) in
the following municipalities: Guaratingueta, Bananal, Campos do 1ordao,
and Mogi das Crazes.
c. In municipalities where Contras do Petroleo exist, create con:.isaions
of "Defesa do Petroleo" in all districts and enterprises. (Important:
in order to facilitate the work of the Defesa do Petroloo, the Iunicipal
Com ittees should ask for orientation and help from the Centro Estadtal
do Estudos e Defesa do Petroleo (State Center for Study and Defense cf
Petroleum).
lg. The Zone Cc=,ittees should give direct assistance to the Uniao FerrInina de
Taubats (Women's Union-of Taubate) in order-to assist that group to create:
a. Women's commissions in the district.
b. Women's commissions in the enterprises.
19. The Municipal Committees should activate the struggle opposing the lawsuit against
Luiz Carlos Prestos and the seventeen oth,r members of the National Committee
by means of :
a. Creation of "Comites de Defosa de Prestes" (Committees for Defense of
Prestos).
b. "Flying squads", banners, inscriptions, etc.
20. Activate the struggle against the increase in taxes on sales and consignments,
as well as the increased land taxes by means of:,
a. Committees.
b. "Flying squads", banners, etc.
c. Signed manifestoes of protest addressed to the Deputies.
21. Prepare immediately a manifesto to the Regional Police Delegate and to the
Local Municipal Council of Taubate protesting against the arrest of the leader
of the textile workers of Taubate, Hindemburgo Buono., and send copies of the
manifesto to the newspaper, A Classe O2eraria.
22. The Municipal Committees should, with the help of the Zone Committees, outline
tasks for its councilmen, suggesting that:
a. They protest the action taken against Prestos and vote in favor of the
Christmas bonus.
b. They deliver addresses eulogizing Prestes, pointing out his struggles in
the defense of the proletariat.
c. They report on their activities during 1948, specifically mentioning the
projects they presented before the chambers.
Education and Pro P:
23. Organize a Commission of Education and Propaganda of the Zone Comii.ttee.
24. Reorganize the commission of the newspaper 0 Povo and suspend the edition to
be issued on 12 December.

25. Increase by fifty per cent the sales of Classy 0peraria.
a. Point out to the Municipal ComrUlttees the necessity of "Commandosoe (Flying
Squads.)
b. Explain to the I unici ial Committees the need to form blockade squad, of
"Cndos"whose duty will be to gather outside the gates of large factories,
These"Com andos"aro to agitate among the workers and to distribute a certain
number of free copies of A Clause Op~,raria.
26. Increase by fifty per cent the sale of Proms.bias and inform all Municipal
Committees that from now on all copies of Proms will come directly from.
Rio de Janeiro.
27. Come to an understanding with the newsstands relative to the sale of Fundamentos,
28. Initiate the sale of Gases indices., principally in industrial areas, ordering
same directly from R17 -de Janeiro.
29. Increase by fifty per cent the sale of Moyimento Fcminino, and initiate its
sale in municipalities where it has not been received previously,
30. The Municipal Committees should make a weekly written contribution to o Povo,
which will decide if it should be forwarded to A Classy Oxx;raria for publication.
These articles should deal fundamentally with claims made by the people and the
workers of each municipality.
31. The Zone Com ittees should reproduce an article from A Classy fteraria at least
once a week.
32. The Municipal C ittees should increase their financial assistance to 0 Povo.
33. The Zone Committees should plan programs to celebrate the birthday of Prestes
on 3 January 1949, and forward them to the Municipal Committees.
34. The Zone Coe .ttees should,?and will, order 10,000 posters with a picture of
Prestos to be distributed and posted in all municipalities.
35. ' The Education and Propaganda' sections of the Zone Committees should take the
necessary steps to have on file all copies of our newspapers and magazines, as
well as articles written in other newspapers and magazines.
This plan of work. and these resolutions should be implemented not later than
31 January 1949, with the exception of certain reeoluti-ons which must be put
into practice immediately in accordance with their timeliness and practicability.
