With a view to systematically mobilizin`; the "inner Reserves"
1 propose that the following xieasures be taken in 1949:
ao Railroad operations.
(1) With the approval of the SJ.11,, Traffic Administration, the
spur tracks leading to former military installations and
plants of the war industry &1nd the tracks of the little used
lines and railroad stations are to be dismantled to be used
for the repair and :uaintenance of tree tracks on maih lines.*
(2) i,'ifty kilometers of heavy-type rails on little used
railroad lines are to be e.xchansed for li;TZhter type. rails
and the reAloved rails are subsequently to be utilized for the
reconstruction of the second track on main lines.
( ) Rails and frog pieces, connections and other pertinent
,naterlals are to be gathered for further welding and proses--
sin:a, in the workshops. The capacity of the rail welding

materials will be introduced.

tools is to be centre. Ily or;s.a, ized. horn-out parts and scrap
taterisl. will be utilized as far as possible.
(13) `Phrou'h, introduct-_on of new fuel Consu:;spoon, norms per
unit, throe. ?h a better utilization of locor1ot1vcq, and by an ira-
p~ove...ent of t:: oir thermic condit-Lcns, fuel consumption will be
reduced by five rercent per unit

in 1949 in order to save fuel and to switch over to the utili-
ration d' low?-;;retie coal.
(15) iil order to explore the possibility for savi cylinder
oil, the production of.` oil emulsion will be or.-an1z din'GvJc> of
the .most i_inortant railroad shops of the occupation zone with
V. vl.ex to utilizin: oil emulsion lubrication on the widest
possible basis in 1960.

non-ferrous ,metals for ferrous :'gaterials is tgrbe explores and
an exchan.,,e procedure will be worked out accord in1rly.
(17) The full utilization of the foc:naries installed in the
ra' lroac repair shops s to be checked arnc their output will
oe - ncreased by a :ii,fsre efficient orcenizstton d work.

trally collectec? to be reconditioner; and reps free: for subse-.
