In early June 1950, Italeop,* a "Communist commercial organization in Rome," offered oats of Soviet origin te be sold. at a price below that of the world market. lore recenitly Italcop had 50,000 tons of white wheat flow. available for sale in Italy. The flour was of Soviet origin, Slard wheat, No. 5 VP@ with a maxisatmt protein content of 1.1 per cent and with 2.5 per cent incinera- tion remains.' The flour was ground, out 72 per -eent and. was packed in cotton bags of 100pounds each. The price was $1625 per 100-pound bag. Like the oats, which was disposed of entirely on the Italian market, it is obvious that the wheat was dumped, since the world. market price for wheat flour of a qvillity inferior to that of the above and packed in less expensive gunny bags is at least $5.00 per 100-pound, bag. For purposes of disguising the Soviet-directed dumping, the firms involved were advised. to offer the flour as belng of Cana- dian origin. This advice was followed.; samples of the sacks bore the 1321g1ieh inscription, "Canadian Flour" and such incorrectly written labels as "Net Weight 100 lieetree. 2. In connection with the request of the Rumanian Ilmbassy in Rome for engines fox. Spitfire and. tledwin 60 aircraft and for aircraft machine guns,*.it is re- ported that negotiations are being ,,arried on with the Officine ,Aeronavali of Venice for the procurement of this material. In connection with the attempt of Csechoslovaki.a to obtain calophory in /taly,*** it is reported. that the Czechoslovak state ,trade corporation, Chemapol, joint stock company forl the import and export of chemical products and. raw lauterials, Bratislava (Pressburg) branch, is the buyer. The amount requested was increased to 5,000 tons, and of the types demanded, the I type was cancelled. while the HI type portion was increased to 30 per cent of the total amount.
