SUBJECT Review and Release of CIA Documents to Department of
State Historians
1. Dr. Charles Sampson and his team of official historians from the
Department of State, have asked permission to use the following
CIA-originated documents from the Kennedy Library in preparing a Vietnam
War volume in the official documentary series, Foreign Relations of .the
United States:
Document #97, 27 Jul 61, (S)
Document #167, 13 Sep 63, (S)
Document #178, 26 Sep 63, (S)
Document #179, 27 Sep 63, (S)
I would be grateful if you would review these documents and decide whether
they can be released (at their present classification, unless you wish to
sanitize or downgrade them). to the Department of State for Dr. Sampson's
use.
2. Dr. Sampson's team and the Department of State have agreed to the
attached "CIA Records Access Policy," which requires further CIA review
before any of the classified material you may now release to them pan be
declassified, downgraded, or published.
3. I would be grateful if you would return these documents with your
determination to the DCI History Staff, Room 316 Ames.
