Based upon our conversation regarding the relocation of the Defense
Intelligence School (DIS) and a review of your concept paper on the same
subject, I have, as you requested, summarized the main points of our
23 August discussion below:
-- The DIS is one of four JCS chartered professional
military educational institutions, AFSC, ICAF and NWC being
the others, as such, any change in the name, location, mission
or function of DIS will require JCS coordination and approval.
-- The SecDef, based upon the JCS charter, designated
the DIRDIA to provide administrative, logistical and personnel
support for the DIS, as such, any change in those arrangements
will require DIRDIA coordination and approval.
-- The SecDef, in early 1970s, designated his ASD(I),
now DepUnderSecDef (Policy), as executive agent for the DoD
Intelligence Career Development Program (ICDP), as such, any
change in the program of instruction will require coordination
and approval of the DepUnderSecDef (Policy).
-- The Commandant, DIS, through the DIRDIA, must coordinate
any changes in the DIS program of instruction with the heads of
the military services and the U&S Commands, as such, the reloca-
tion of the school, changes in the masters degree program will
require coordination and approval of the military service chiefs
and the U&S Commands.
-- The Masters degree program legislation has yet to be
approved by Congress, however, it has been coordinated and
approved by OSD, JCS, HEW and OMB, if any alteration was
made in the proposal as currently drafted it will require
recoordination and approval by Congress. CiAovse A
