(606) 257-4666 MEMORANDUM Vincent Davis, Director Patterson Chair Professor of International Studies FROM: The Patterson School of Diplomacy and International Commerce RE: Annual Fall Board of Advisors (BOA) meetings -- Oct. 11-14, 1979 It's that time again--time for you to send us your reservation sheet for this fall's BOA meetings. Our current newsletter should have reached you about six weeks ago, with the basic information on page 1. As usual at our fall meetings, we will start with an informal buffet dinner at the Davis home, and then the trip down to Lake Cumberland later on that Thursday evening, October 11, for the main sessions on Friday and Saturday before breaking camp to return Lexington and depart- ing flights on Sunday, October 14. PLEASE FILL OUT AND RETURN THE EN- CLOSED RESERVATIONS FORM IMMEDIATELY. You will probably be interested in a few program details. Although some of the following is still tentative, we feel fairly certain that the Friday-Saturday panels down at the lake will include most of these people and topics--but perhaps in a somewhat different format. Given heightened interest in U.S. zelations with both the USSR and China, in this season of SALT II and other complexities, we want to focus some attention in this direction. General Bob GARD (BOA member) has recently led unprecedented delegations of U.S. military officers to talk to their counterparts in the USSR and China. Rosemary MAZON (BOA member) has been heavily involved in her capacity as Vice President of Pullman in Pullman's exten- sive business dealings in the Soviet Union and with China. Navy Captain Bob BOVEY, now Military Assistant to the Secretary of Defense, has some thoughts on the role of intelligence in con- nection with U.S. international trade activities. Air Force Colonel Ted WARNER, now Special Assistant to the Chief of Staff of the Air Force, has been heavily involved in SALT II matters following two years of duty in Moscow recently. We are counting on Bob and Rosemary, plus special guests Bovey and Warner, to form a panel to help us sharpen our thinking on important dimensions of U.S. relationships with the USSR and China. Another possible participant on this panel is Bob DEAN, a top specialist on the USSR for the CIA. A key member of our Patterson School faculty and staff, Professor Mickey EAST, has just returned from a sabbatical year in Oslo which featured sidetrips to other important nations. Another of our Patterson School faculty members, Professor Dan NELSON, made a prolonged research trip through several nations of Central and Eastern Europe during Spring Semester '79. And our Patterson School alumnus Tom NILES is now Director of the Office of Central European Affairs (covering both Germanies, Austria and Switzerland) at the Department of State. We look forward to hearing from these three people, and perhaps one or two others, as a ,panel focusing on the lesser powers, One of the additional members of this panel is likely to be Kewal SINGH, the most distinguished diplomat in the history of India, formerly the Indian Ambassador to the U.S. and later to the USSR, who is scheduled to be in residence with us again in Fall Semester '79. The importance of energy issues does not need any further stress, but developments move very fast in this field. We expect to have several special guests on hand at our BOA meetings in October to help expand our knowledge. Dr. Howard BUCKNELL III is a key per- son in the Program for Energy Research at Ohio State University; he has also had longstanding associations with people involved in energy matters in Washington--starting with President Carter him- self. Mr. Jack JOYCE is the Chief Engineer and a prime leader at Princeton's Plasma Physics Laboratory, one of the main centers engaged in developing energy from nuclear fusion techniques. We also hope that Mr. George A. NEEDLE; Director of Sales and Training,. the Quaker State Oil Refining Corporation, can join us as a member of this panel. Other friends of the Patterson School, most of whom have been our guests earlier, have also been invited to be our special guests at the BOA meetings in mid-October at Lake Cumberland. These include: --- Dean Graham ALLISON, J. F. Kennedy School, Harvard University. --- Mr. Fred CURREY, President of Delta Steamship Lines. --- Mr. Joe FROMM, Associate Editor in Charge of International News, U.S. NEWS & WORLD REPORT magazine. --- Mr. Michael GADBAW, formerly an attorney with the Treasury Depart- ment helping to negotiate the new international trade agreement, and now with the new presidential Office of International Trade. --- And, although this is a long shot, there's at least a chance that former Defence minister and former.
