two militia divisions, temporarily designated the 1 and 2 Reservt25X1
Divisions. had been organized from troops of seven regiments of the Kwangsi
Military District in accordance with the militia expansion program of the
Kwangsi. Military District. the 2 Reserve Division arrived at 25X1
Kweilin2 where the two divisions were to be trained.
in accordance with instructions from the Central and South
China Military Area Command, the Kwangsi Military District Command made the
following decisions regarding the construction of defense projects:
a. The construction of military defense works would begin
b0. Construction would be carried on within the three military sub-districts,of
Nanning, Chlinhaien (N 21-58, ,E 108-37), and Junghsien (N 22-51k, E 110-j1+).
ca The coastal defense works zone'would be 30 to 50 kilometers (sic) from
the coast.

d. Old defense works would be dismantled and completely rebuilt,
e. ~ communicatior}s projects would be a major item in the defense works 25X1
construction plans.
f. Soldiers would be the principal source of labor for construction work,
and theKwangsi Construction Company would give technical assistance.

Kueilin was to become: the administrative center for all military
training that was the. responsibility of the Kwangsi Military District,
including the training of troops of the military district.
