The Yugoslav Military program concerning Albania was drawn up over a year ago by Generals 'Feko Dapeevi.c., Svetozar Vukmanovice and Kosta 143. It is known as Plan R-7 and 'its general outline provides for a conquest--of Albania mainly by Albanian troops with the aid of some Yugoslav Kosovar elements. According to the Plan.,diversionists and propagandists would arouse Albanian public opinion against Hoxha and against the Soviets prior to military action. Following this preparatory action,9 Albanian military units in Yugoslavia., inter- gpersed with a division of the Yugoslav regular army made up of Kosovar elements, would enter Albania and converge on-'T ' irana from several different approaches. Meanwhile; the Yugoslav regular army would remain concentrated along the Albanian border and the Yugoslav Government would declare its intention not to interfere in Albanian internal affairs without direct orders from the United Nations. During its advance on Tirana the Albanian force would mobilize the local popula- tion gathering strength from volunteers as well as deserters from Hoxhats atvy. However., no-attempt would be made to engage army units which remained loyal to BHcxha unless combat could not be avoided 1A which case small units would be de- tached for this purpose;; otherwise., all units would be by-passed. In the event that Hoxha -troops should put up .an unexpectedly strong or extended resistance or that Soviet troops should intervene, the Albanian formations would break down into minor units and conduct guerilla warfare in an attempt to establish a state of. revolution and civil war in the country. In connection with this plan., the Yugoslav Communist Party estimates that the organized Albanian force would be able to increase its strength to approxi- mately 50,000 during its march on Tirana., and that it would be able to complete its mission within, a very short time.
