Other branches were located i=i(idansk and Wroclap. "Pto~ame~" was controlled in 1955 and 1956 by the Ministry oP Induatriel Conetruetion. It was responsible for the preparation of .plans and P~oJeots for new factories and plants whic# had to be built for the metalh}rgical and eleotrotechnical i~ldustry. It wad also responsible for the expansion and modernization o#' existing factories, and it worked out apartment dousing projects for employees isi metallurgical and eleotroteehnical fi-otories. The branch office in 411wic~d received all' orders concerning the preparation of ~ro~ects and plans t"rom its headquarters in Nlusax. 2. In 1956 the Gliwice office employed about 200 people, 20 percent of whom xere women. During 1957 and 195$ it underwent many personnel changes, .and there were plans to give the branch office more independence. The chief engineer was responsible for the production and preparation all designs and proJecta. Directly subordinate to him were: a. Organization and Production section (dzial Organizac,~i Produko~i). This aeotiop had aiz emplq esa and was divided into the following sub-seotion~: planning a reporting, agreements, norms and standards, and work pxiogreaa records. b. Six Qenera], Designers (4exteralni Pro~ektanci). These deaiHnera were experienced engineers and each was responsible for the implementation of several pro,~eots. They supervised the preparation of designs and plans in the designing offices as well as their implementation nthefi_ ld. one of the general designers Dipl. Engineer Kazimierz Juazczyk. o. Technical control section ~dzial Kontroli Teehniczne~). This section, under Dipl. ~gineer Kozlowski (fnu), checked the implementation of individual pro~ecta and designs. It also noted ae a secretariat for the branch office's Technical Council (Bads Techniczna) which approved all small projects and designs. The deai~na for larger buildi and constructions were submitted for approval to the Technicaleuncil of the~head office in Warsaw. Economic section (dzial fficgnomiczny). This section had three em~~oyeea and was under Dipl. Engineer Kazimierz Szwabowiez, who vas also chief planner for the construction of new factories. .Hie was mainly responsible for general construction oalou- lations and evaluat~ot:8 of their prof?.itability, including the planning of necessary equipeient, machinery, installations, and raw material supply and production processes. s. Seven Designing Offices as follows: (1) Civil Air Defense Designing Office (Pracownia Terenowa Obrona Przeeiwlotnioza -- TOPL). This office was under Dipl. Engineer Buga~aki vlith three employees. It prepared initial plena of civil air defense f~ all new pro~eota of the branch office. It oleo prepared civil air defense plans for other factories of the tgetallurgical and eleotroteohnical industries as ordered by the head office in Warsaw. The verification of TOPL projects was conducted at this time by a technician, Hak (fnu), who was only a part-time employee. This offioe, with about 15 employees, prepared puns and design for lighting and neoeasary electrical equipment, and for con- structicm of electric power sub-stations and distribution statippa. (3) Building Construction Designing Office (Pracownia Hudowlana). This offioe, with about 10 employees, worked on ~ro,~ecta and designs for various factory and 1}ousing building. (~) Construction and Assembly Designing Office (Pracownia Kon- strukc~i Budowlane,)). This offioe, under Dipl. Engineer Kaminski (fnu) with about 15 __.employses, prepared plan8 and designs far steel factory con- structions. It also calculated the strepgth and load capacity of their .structures, such as ceilings and prefabricated elements. (5) Installation Designing Office (Pracownia Instalacy~na). This office, with about 15 employees, prepared designs and plans for water supply, sewerage, central heating, sanitary, and ventilation installations. (6) Survey Designing Office (Praeownia Pomiarowa). This offioe, with five .employees, prepared general plans and made surveyor qP various building.,, highway, and railroad siding sites. (7) Mechanical Designing Office (Praeownia Mechaniezna). .This office, with about 15 employees, made designs of cranes, boilers, compressors, lifts, and other machinery for various projects. Production Among the construction plans azui designs which were prepared a. High Pressure Fittings and Mains Factory (Fabruka grmatur i Przewodow Wysoko-Cienieniowych) in Kielce. This factory was to employ about 2,500 workers. The initial o t was based on documentation supplied Prom the tk~3R. some of the factory departments, such as the forging, foundry, rolling, and tooling departments had alrsady started production in 1957. It was classified by TOPL as a Category I plant, and in wartime was to be converted into an armament plant. b. Machine Tool Plant (Fabryka Obrabiarek) in Poreba near Paxi*rcie (N 50-30, E 19-~6). Classified b TOPL as a Cate o I lant was to employ about 3000 workers. the plant was under construction in e. Cable Factory (Fabryka Kabli i Przewodow) in Bydgos~ez. This was fig- ea~~.oy about 2,000 workers and was classified by TOPL as a Category I plant. Construction-was started at the end of 1956. Industrial. Plant (Zaklady Przemyelowe) in Raciborz (N 50-04, $ 1$-12). Classifi b TOPL as a Cate o I plant, it was to employ about 2it'~0 workers. the production halls and variou+~ buildings and installations of this plant were to be expanded and modernizedl. e. Induatria~ Plant (Zaklady Przemyslowe) in Chocianow (N 51-25, E 15-54). This was an old German plant which had produoed guns and other armament equipment during World War II-and which had to be completely recon- structed. It was classified by TOPL as Category I plant and was to employ about 2,000 workers. f. Refri$era ion Fittipgs and Equipment Plant (Zaklady Armatury i Aparatury in Tarnowskie Gory. It was classified by TOPL as a Category II plant and was 1io employ about 1,800 workers. Its production was to include agme unknaNn military equipment. g. Technical Appliance Plant (Zaklady Urzadzen Techniaznych). The branch is (iliwic~ palled "Stara Huts" was to be expanded. It was olassified by TOPL as a Category II plant With an employment of about 1,600 workers, it was t~ produce pumps for the ship building industry. h. Boiler Fadtory (Fabryka Kotlow) in Chorzow. This wss classified by TOPL as a Category ~ plant. An initial prv,~ect for its modernization had been prepared ~y 1956. i. Steel Cangtructiona Plant (Zaklady Konstruke~i Stalowe~) in Chorzow. This plant had to be expanded and modernized. It was classified by TOPL sa a Category I plant. Personnel --._.~- 7. all the executives and senior staff employees of "Prozamet" were experienced, capable designers. Because the Polytechnical Institute and a number of other planning offices, particularly those of the chemical industry, were also located in Gliwice it was quite easy to find such experienced designers. Relations among employees were good. In 1956 abop,t 10 percent of the employees belonged to the PZPR and the Polish Youth Org~n- ization (ZMP). A11 employees belonged to the Trade Union of Metal Worker. Securit~r ,~~ 8. by a 3anitor. All employees had identity cards ~}xl index numbers. Outside visitors were normally not permitted to enter the working offices; they eQuld go only as far as the reception room. The complete outlines of initial pro,~ects for factories and plants, as well as all TOPL projects, were classified as secret and were kept in a special room with barred windows and door. Written permission had to be obtained for the use of sscret doouments and plans. A double keyr to this safe was deposited with other double keys at the National Bank Branch in Qliwiee. All seoret plant designs sent outside "Prozamet," ware either carried by a special courier, who was usually one of the employees, or they were sent by a secret mail service which had its office on the second floor of the militia headquarters at 2 Plac Inwalidow Wo~ennych in Gliwice. 10. The names of faotories and plants for which "Prozamet" prepared plans and designs were coded by number instead of Hams. These numbers were used in outside correspondence a~ well as in the offices.
