to In. January 1952, the Ea,4t German planning authorities were called upon by the
Council of Ministers to revise the 1952 plans for the distribution of gasoline
arid diesel oil in East Germany; in order to allow for modifications in the allot-
ments'to the Russian authorities and the state reserve. These modifications
involved a reduction in the allotment of diesel oil to the Russian authorities,
an increase in the allocation of gasoline to the same authorities, and an
increased allotment of both diesel and gasoline to the state reserve.
2. In the revised plans, the reduction in the allotment to the Soviet authorities
was calculated to offset the increased allotment to the state reserve, while
the increased requirements in gasoline were obtained by raising the proportion
of gasoline produced during distillation (at the expense of light oils) and by
reducing the allotments to Land governments.
3. The revised-planning figures, as prepared by the State Administration of Material
Procurement, are attached in Appendix Ae Details for the previous year (1951)
are added for purposes of comparison. Appendices B and 0 give the distribution
of gasoline and diesel oil respectively for 1952 and (as far as is known)for 1953,
