I am writing to confirm the arrangements for our meeting on 20 May and to
provide you with a better idea of our objectives. I will be accompanied by
arrive at your office at 9 a.m. when we will contact you.

I believe it would be helpful if our meeting were to begin with a more
detailed description by us of the Intelligence Community's organization and
the problems that that structure poses for long-range planning. The Community
is a unique entity consisting of a number of relatively autonomous
organizations that are highly dependent on one another. I am enclosing a
brochure that will give some idea of the relationship between the Director of
Central Intelligence, the Central Intelligence Agency, the other intelligence
agencies, and the national security structure.
I propose to leave the specific agenda in your hands, but suggest that
the following areas are of particular interest to us:
a. Methodology--I would like to know how you plan at the corporate
level. What are the kinds of issues/assumptions you consider? What
is the process by which they are selected? How are long-range
planning issues addressed? Resolved? How do recommendations find
their way into division budgets?
b. Significant Long-Range Issues--Within your planning horizon, what
are the major long-range issues/assumptions that drive your planning
process? What I have in mind are those issues/assumptions that
guide the planning activities of the operating elements and that
will require a response from your organization. Our group would be
most interested in hearing of issues/assumptions of a scientific
and technical nature.
c. Corporate Response--What are some of the corporate responses to each
of the major issues cited above? I do not wish to intrude upon
proprietary information but I would be interested in a general idea
of the nature of these responses.
